According to North Miami Beach police, Schuyler was captured on surveillance video stripping naked near a children's playground before confronting a 3-year-old girl and her mother.
Investigators say a woman and her toddler were attempting to enter the playground area when they encountered Schuyler laying on a park bench with his genitals exposed.
The woman stated that they tried to walk past Schuyler, but that he stood up, exposing his genitals to the little girl.
That's when Schuyler allegedly told the child "Come here pretty girl, I want to stick it in you."
Detectives say Schuyler was most likely high at the time of the incident. A substance was found in Schuyler's wallet that is believed to be bath salts.
"Upon talking to him, he made some statements to me which led me to believe that he was cooling off in the fountain by the tot lot because he was hot - which is consistent with ingesting bath salts," stated a North Miami Beach detective.
Schuyler, admitted to the allegations after he was picked up the next day.
Schuyler was booked into jail and charged with lewd and lascivious exhibition and lewd and lascivious conduct. His bond was set at $15,000.
